Yes, that is due to the very nature of neural crest genetic mutations.

The neural crest is one of the early sections of an embryo. It exists before there are organs
and is derived from differentiation of an earlier crest, the cardiac neural crest.

Because it happens in those very early cells which have not differentiated many things can
be altered, and often for the worse, as cellular differentiation continues. So, since the
same cell types that differentiate into pigment also differentiate into some cellular
structures and into parts of the jaw the ones with extra white on their heads can wind up
deaf or with trouble opening their mouths well enough. Others may wind up with damage
to the sympathetic nervous system of the heart (current thought to likely be why
cardiomyopathy rates are higher in those in of multiple species who have some neural
crest genetic variations), and perhaps to that or other neural aspect of the GI tract. There
are even higher levels of polydactyly (extra fingers or toes) and syndactyly (having them
sort of enclosed in a mitten-ish fleshy pocket but not always lined up right in there) found
in multiple species with some neural crest variations, and of course the list of potential
problems is longer.

Now, the symptoms of neural crest problems can VARY among generations. IT MEANS
NOTHING. That is just differential expression of the mutation, and just because one
generation does not have a certain problem does not in any way, shape or form mean that
following generations are less likely to have the problems. It is just what got affect more
in that particular fetus early on, but the next generations can easily be worse.
