Sukie is correct that steroids are not used to treat adrenal tumors, but insulinomas. Lupron and melatonin are the treatments other than surgery and I am currently working with the use of a chemotherapeutic agent, Cytoxin, to help slow the growth of adrenal tumors with some remarkable early results.
Enlarged spleens are not associated with insulinomas. As Sukie mentioned, helicobacter infections, lymphoma, hemangiosarcoma and also idiopathic enlargement are reasons for spleen enlargement, not insulinomas.
I would strongly encourage further thought and research regarding use of pred to treat an adrenal gland tumor (I am assuming that is what is in the "steroid drops" you are planning to give Herb). You may also want to really sit down and make notes as to what exactly was found on ultrasound.

I will do some research on this - I have to now. Lupron was explained to me
as blocking the body's response the the adrenal hormones (products)
therefore treating the symptoms caused by the disease. The vet told me that
the steroid doesn't act in the same way but it has the same outcome. If that
is true, why would it be bad?

I'm doing my best to relay what he told me but I'm sure I'm going to screw
some of it up.
