Take Bandit to the hospital, tell them you can't pay and ask if you can
work out an agreement for payment. If not, ask if you can surrender
Bandit so she can get treatment. It means you won't get her back, but
it's better for the girl to get medical help than to just sit there and
wait to see what happens.
