Certainly, as Sukie said, sebaceous epitheliomas are a possibility. It
is tough to tell from your description (a good closeup picture is much
better), but other things to consider that would be shiny and hard
would be scent gland cysts (these generally start out small, like BBs,
and are filled with fluid), and a salivary mucocele (a rupture salivary
duct). Yes, there is a duct that runs across the top of the head, and
this is not uncommon. Usually these are fluctuant and soft, rather
than hard. None of these conditions are itchy.
