Sorry to hear Doom is not doing well.
You don't mention Doom's age or whether the reason for his congestion
has been identified, i.e., heart issues, etc. If the medications were
working, I wouldn't stop them. Medications are a way of managing an
illness, not necessarily curing it.
What are you currently feeding him? What have you tried? Are you
supplementing his diet with duck soup, A/D, etc.?
Hard to make suggestions without knowing more.
