Pine and cedar are toxic to ferrets. That could certainly be the
source of his respiratory problems. Do not use anything pine-based,
especially cleaning products.

Change to something like Yesterday's News or preferrably wood stove
pellets, which are NOT toxic to ferrets.

If changing the litter doesn't improve things - x-rays of his lungs
should be considered to rule out anything from lymphoma to
pneumonia.

Ferrets are expensive to keep, veterinary bills can be quite high -
goes with the territory of having a ferret. If he requires ongoing
medication and you can't afford the treatment, perhaps for his sake,
difficult as it may be - consider surrendering him to a shelter where
he will receive the treatments he needs.
