You might consider using hardware cloth. It is welded wire screen that can be used to prevent access to places. Might remove the radiator cover and attach the screen to the floor with a thin strip of wood or metal, bend it over the fins and attach to the wall. Replace the cover and it shouldn't distract the appearance from the rest of the room.
As for the Christmas tree, get a smaller tree and put it on a table that the ferrets can't climb. If you insist on a large real tree, cover the base that holds water with hardware cloth and secure tightly around trunk of the tree. The water can become toxic with the tree sitting in it.
