If he hasn't seen a good ferret vet yet, then he really needs to do so right away. It's impossible to diagnose and treat a ferret over the internet, and you may be taking up valuable time during which he could be getting proper meds if he sees a qualified vet. Other members can offer suggestions, but only a vet who gives him a thorough exam can actually diagnose. There could be a few things going on with him, but it sure sounds like possible adrenal disease.
You might give your ferret some short term, temporary help by supplementing some ferretone, if you aren't doing so already. But if he has adrenal disease then this is really just a comfort thing and will not do anything toward helping the cause of the hair loss and itching.
Here's a past post with links to learn more about Adrenal Disease, and below is a link to find a recommended ferret vet in your area, which is the first step you really should take. Others on this list might also be able to recommend a certain vet if you state what area you're in.
