I don't read the report as saying he had diabetes only that some of the
changes noted in the pancreas are common in diabetes.
What stands out to me in the report is the following statement:

He appears to have had multiple organ issues to varying degrees. He
would have been one sick little fuzzy. He was fortunate to have had a
loving and caring person looking after him in the time he had in this
world.
