How do you know it's a mast cell tumor?

What kind of treatment are you doing for his kidneys? Medications?
Regular sub-q fluids? If you are not treating at all, I would assume
your vet doesn't think it's anything to be worried about.
If you are debating about surgery, it's a good idea to do pre-op
bloodwork. That, coupled with the fact that you need to know what
the status of his kidneys are, points to doing bloodwork done and the
mass removed.

No. Not for the reasons you've given.
A few years ago, I had a ferret quit breathing when coming out of
anesthesia. My vet did mouth-to-mouth and brought her back. I was
terrified the next time she had to have anesthesia but she did just
fine. One bad experience doesn't necessarily mean the next
experience will be bad also.
He needs bloodwork to check his kidneys. Assuming that is good, he
needs to have the mass removed.
