I strongly encourage seeking a second professional opinion. A hernia
needs surgical repair or there is a risk of a strangulated bowel, which
can be fatal.

It may be that his internal sutures let go after the surgery. I had
this happen with one of mine. She had to go in for a second surgery to
have it repaired.

A side note on this was that before I knew better I did not make certain
that she was confined to her cage for a full 10 days after the surgery,
some vets recommend 14 days. No climbing whatsoever, which includes
climbing up a ramp or into a litter box. I learned my lesson and am now
super cautious with post-surgical care.
