The Brits use the same values that Canada does. Normal fasting BG
would be 3.0 =96 8.5 mmol/L. However, a 'non-fast' BG level of below 3.2
is considered indicative of insulinoma - much as below 60 is in the
U.S. values.

I have sent the person a private email with that information, also have
suggested that his clinical symptoms do point to insulinoma.
