I've seen that but it is the exception rather than the rule. After
adrenal surgery my ferrets have usually grown nice, full coats again
including the tails.

At least where I am this is coat changing season. Ella is blowing her
coat and she looks lighter because we can see her guard hairs more
clearly. She also has her twice annual touch of rat tail. With the
new coat her tail always fills in. This has happened for the whole
time we've had her (nearly five years now). So... if this is just
happening now you may want to wait to see if they regrow hair on the
tail with their winter coats.
