In case anyone reads this and has the same symptoms it turned out to be a sebaceous epithelioma, usually harmless and quite easily removed. Unfortunately because I waited so long it grew too big to remove and leave enough skin to close the wound so the tail is going to be amputated. Not a big issue but I do feel guilty for not responding to it sooner.
