This sounds to me like sinus congestion. If you put a humidifier in the room that he sleeps in and an air purifier - his breathing should get much better within 4-5 days. You can probably get a bottle of baby little noses in the store and gently rub one single drop along his nostrils to help him breathe better. I liken the whistling noise to asthma. Jules
