The blue-black could be broken fur shafts in which case consider this:

to check for Dermatomycosis
(about halfway down document)

Open the diseases section and then pull up the segment
which includes skin problems.

If this then two possible causative agents are
Microsporium canis
or
Trichophytom mentagrophytes
