The first step is a vet check.

You want to be sure that is
fat and not ascites since heart
disease and some other possible
causes of ascites can create a
large appearance, weak hind
limbs, and lethargy.

As with humans: health check
first before exercise routine.

The vet should also check for
other common causes of weak hind
limns such as insulinoma, of course.
