Is there food always available to her?
when you have her out to play, try distracting her with a toy in your
hand for her to chew, the tiny nyla/gumma bones ( for tiny dogs)are
good for teethers.
Also, what is her coloring; she could be deaf is why you don;t seem to
be getting through to her.
