No, in my experience that is definitely NOT correct.

Where I live rabies vaccinations are mandatory. If someone claims that
they were bitten by a ferret here and the ferret isn't vaccinated they
will be tested for rabies, meaning they will be killed. The risk of
vaccination is low and most reactions are mild. Just stay at the vet
for at least an hour after vaccinating to make sure there is no
reaction. A mild reaction can be treated easily by your vet.

Yes, I've seen serious reactions too, but they are rare. Those
reactions usually happen almost immediately after vaccination and can be
life threatening in the worst case. I've had two ferrets go into
anaphylactic shock after rabies vaccinations. It happened to Nyssa at
her first booster (one year old) and to Podo at the age of eight. The
vet in each case was able to pull them through. I could give you
details of what happened if you want.

In our situation we have always chosen to vaccinate. The sole exception
was Podo at age nine or any ferrets who are ill or otherwise compromised
when their time to annual vaccinations was due.
