**It sure does. Whether or not the owner had completed her vaccine series
(which they told you they had not), that first vaccine given by the farm
sensitized her body to the vaccine components. That's all it takes. Just like the
first time anyone is exposed to poison ivy, they don't react and may not even
realize they touched the plant - if they are sensitive to it, the next time
they will get a rash. Or, more importantly and more like a vaccine reaction, the
first time someone is stung by a bee, they will not react except for possibly
a small welt. The second time, if allergic, they will react and could have a
fatal reaction.**
