To my knowledge, Carefresh is perfectly safe for small animals. In my experience, there is little to no dust. I know any number of ferret owners who use it for litter (not me). I also used it for several years as bedding for my rats with no problems.

Carefresh is considered earth-friendly bedding. It is made with reclaimed wood pulp that cannot be made into paper. It contains no pine or cedar oils, and is safe if ingested. It is recommended for small animals.

Could you provide your references for your statement that it can cause repiratory problems? I no longer have rats so don't use it anymore but I do know ferret owners who use it for litter. I want to notify them if there is some new information against using it.
