Whether you elect to do surgery or not, you should probably start Maverick on medicine in the meantime, either Lupron Depot (4-month, 1.0 mg or stronger), melatonin, or preferrably both. That will be better for him and also give you more time to sort out your finances and make a more sound decision on how to proceed in the future.
With a younger ferret like Maverick you need to weigh the long-term costs of medical treatment vs. the cost of surgery. Medical treatment without surgery could end up costing more in just a couple of years. Surgery is probably best for a younger ferret, but not always, as there are inherent risks in surgery, and unless an ultrasound is done, there's also no way of knowing which adrenal gland is diseased (it's also possible that both are, which presents other problems).
You can seek referrals to other vets that might be considered to be experienced surgeons and get another quote, although I'd assume that they would want to examine your ferret first, meaning the cost of another visit. Check this link for other ferret vets in your area.
