This sounds like Insulinoma. I know you said you had her sugar tested before, but the test needs to be done as a 'fasting' test, where she hasn't eaten for 3-4 hours. Plus, I've heard that the test can be normal once & the next one will show low sugar or not be readable at all because the glucose is so low. What you described is exactly what happened to Rufus (minus the hind-end weakness) and he tested with super low glucose right after his first presenting with the weird drunken walking & falling over. He also had no health problems before that.
