I thought the same thing, that she was more like 7-8 weeks when I first saw her. I was trying to judge by the size of the hands in the photo, but even with large hands she only looks about 6 inches long not including the tiny tail. Maybe her owner could post her actual size?
She reminds me of one of mine that was tiny when we got her and I thought they sold her a week early. But she is still our smallest so maybe Cupcake is just tiny, but maybe underdeveloped for her age as well.
