This paper is available for free on the internet. Dr. Huszenicza should be able to tell your friend whether Suprelorin is available in Romania or which closest East European country might carry it.
I don't believe you can pick-up a Deslorelin implant for your friend in North America. This is a prescribed item, only available through a veterinarian. IF you had the ferret with you it might be possible that a veterinarian on this continent would see him and give him the implant.
However - no ferret - means you are outta luck ; )
