Sounds like it could be infected gums and/or teeth, as already mentioned. A round of antibiotics will help temporarily but a dental will inevitably be required, i.e., scaling, extractions, etc.
Foul breath can also be associated with kidney disease.
Either way - a visit to the vet for an assessment is in order!
