Yes, pet stores CAN do it.
When Petsmart was selling ferrets (which it stopped doing years ago) none of the ferrets were less than 12 weeks of age, and all had 3 kit CDV vaccines and a rabies vaccine on board before sale. They came with the veterinarian's certificate with dates, vaccines used, and I can't recall for sure but I think they even put the vaccine batches on the certificates. The certificate I saw was issued by an Ohio vet, if memory serves.
At this point all that people can do is to try to educate people who are new to ferrets and educate store managers.
