Sorry, but insulinoma *is* cancer.   It is growth of cells out of control and it has the potential to metastasize.  The tumors may tend to be tiny and widespread as opposed to discrete nodules, which is why you can't really treat it with conventional cancer treatment.  

I'm not sure what distinction you are drawing in order to make this statement, except perhaps maybe between the Beta cell neoplasia (insulinoma) and maybe a cancer of the other cells?  It's true, "pancreatic cancer" of the type Patrick Swayze suffered was not insulinoma....
