As Tressie said, it is in the wrong place for an anal impaction. I have dealt with 2, and both were located slightly below and beside the anus, and did not appear at all red, just swollen.

In the first picture, this looks a lot more like some kind of pimple or abscess, but the second picture makes it look like the swelling goes far beyond the reddened area. Like Tressie, I would suggest a visit to a ferret knowledgeable vet to get both ferrets checked.
