The old implants do not require removal.

I have heard of eyes bulging due to injuries such as getting the head trapped in reclining furniture.

Glaucoma or a tumor behind the eye are also possibilities. He should be seen by a veterinary opthalmologist.

In the interim advise the owner to keep the eye hydrated to prevent it from drying out and becoming painful. Saline solution eye drops used for humans should work, unless the vet has already prescribed something.
