Getting a blood sample should never be painful although it may be stressful.  A good ferret vet has several options for where to get sample from.  Generally the leg veins aren't big enough to get a good-sized sample for complete chemistry and CBC so they can use the jugular or the cranial vena cava.   Ferret jugular veins are a bit tricky if you are used to just dogs and cats but a "cut down" procedure shouldn't be necessary unless it's an emergency.

At the risk of sounding like a jerk,  I would suggest seeking another vet.   I know everyone has to learn somewhere/sometime and maybe your vet is good and would like to, but it's best to learn on healthy pets.

BTW--I think it can be harder to get blood on an anesthetized animal because their circulatory system is "depressed"...
