I agree w/ Jeff. This is or probably will soon be a life or death
situation. Can you pay for the implant or get a sponsor or sponsors to do
so, then send him home so he can get the individual attention and playtime
he can't get at the shelter. Since they cannot afford the implant (how
much is it there by the way?), ask them to commit to volunteer 'x' number
of hours, playing w/ kids, cleaning, clipping, whatever, to pay you back?
This could make it a win/win situation for all.
